There are two administrators on our server, both unable to reassign a case. I checked the administrator role permissions. It has the PM_REASSIGNCASE permission.
I tried to remove this permission, or any others from this role, but it displayed the below message:

An error has occurred. Please contact your system administrator.

According to your explanation, I think you should make the permissions with the ADMINISTRATOR user, in the case that you do it this way and you can not make these changes with these users you may have to restart your server or otherwise create other users providing those permissions to see if the error persists.
