hola voy directo al problema
Quiero generar un link que de la misma manera de un web entry le permita a un usuario externo diligenciar un formulario ,pero que no este limitado a ser solamente la primera tarea

You can not do this without the user entering the middle of the process. Web input is just the starting point load.

yea,i resolved this creating a user for external user data input and then i use the processmaker rest api to generate a dynaFormin in dependence of the case
->to get the dynaFormin : https://wiki.processmaker.com/3.2/REST_API_Designer/Dynaforms#Get_dynaform
->to set the variables : https://wiki.processmaker.com/3.2/REST_API_Cases/Case_Variables#Set_Variables:_PUT_.2Fcases.2F.7Bapp_uid.7D.2Fvariables

sí, resolví esto creando un usuario para la entrada de datos del usuario externo y luego uso la API de rest de processmaker para generar un dynaFormin en dependencia del caso
-> para obtener el dynaFormin: https://wiki.processmaker.com/3.2/REST_API_Designer/Dynaforms#Get_dynaform
-> para configurar las variables: https://wiki.processmaker.com/3.2/REST_API_Cases/Case_Variables#Set_Variables:_PUT_.2Fcases.2F.7Bapp_uid.7D.2Fvariables
