I was wondering if I can change or customize background image & logo on the login page.
Can we also change footer text related to copyright?

You can create a new skin and then change the images on login page and hide copyright.

Best way to change the footer info is to create a separate htm file named "footer.html" edit and place it in your custom skin folder. That way you wont have to keep updating the base file every time you updgrade PM. You should copy the layout.html file into your custom skin folder and edit that one as well.
