Executing Multiple Tasks By Different Users #HELP!!!!#827698

I am trying to Create 10 service rights and these rights are supervised by 4 Admins , by which some belong to more than one service ,the Admins need to give service rights to user according to services they supervise. How can i easily allocate these 10 services to the admins? should i use parallel routing? groups? I need suggestions on the logic on the triggers as well.

You can use the following gateways: parallel gateway or inclusive gateway.
