I'm trying to find a way to lock down our dev site with Apache .htaccess / .htpasswd option.
When adding these to the /workflow/public_html/ it does not seem to work, so was wondering it there is another way to approach this.

No clue. I've never tried using that.
You can change the file permissions so that all of the files in the public_html directory are read-only and change the owner of the files in that directory to another user who is not the "apache" user.
