See Plugin Development to create a new Dashboard.

However, in my experience, it is much easier to simply export your case data to a Report Table and then use Crystal Reports, Pentaho, JasperReports or BIRT to create your graphs and then have a process with a DynaForm that displays the graphs from your external tool. Another option is to simply use the Advanced Dashboard plugin in the Enterprise Edition.
