I followed the instruction of upgrading the to 2.8 version and everything was good except users login!
The users that created in 2.5.2 cannot login in the system after upgrade!
The user Admin is only who can login!
I tried to create a new user (which stored in WF_workflow database) and this user can login smoothly,

So the problem in old users only, how can I solve this problem?

Yest all users are available in the table, and I tried to change the password of some users, the change has reflected in the USERS table!

There is also strange behavior when trying to recover the password, the following message is appearing: "WARNING: This functionality is not available for users who have an external authentication source related (i.e. LDAP)"
although i didnt used LDAP before!
