Is there a way to assign a task to a user using a value-based assignment option in the assignment rules for the task, and this user is not added to the user table?

Hi,
In variable-based allocation, you must use the user UID, and as a result, the user must be registered in the system and have access to cases.
So if you do not have a user, you can create a user for the received email and then refer the case to him.
