How complicated would it be to let the user choose from a list of people to route a case to that changes based on criteria? This was a request that came in and I think it should be possible using value based assignment but am not sure how to approach it.

Use Value Based Assignment for the task and set the task's variable to be @@selectNextUser.
In the previous task, you can add a Dynaform with a dropdown box to select the next assigned user whose variable is "selectNextUser".

Then, see this code example to populate the list of users in the dropdown box:
