If All the users have both Officer and Manager roles.

Like example:
If A has approved the case as a officer another user should approve as Manager.
But A should also be able to approve as a Manager for another case.

Is there any solution of this?

Yes you can do it in the "Assignment Rules", with the "Manual Assignment" option, where at the end of the TASK you can choose which user you want to continue with the next TASK, here is the link to the information
