That error message does not exist in PM. I just grepped through the source code looking for it.

The only place I find the use of stty is in:
gulliver/thirdparty/pear/PEAR/Frontend/CLI.php:152: system('stty -echo');
gulliver/thirdparty/pear/PEAR/Frontend/CLI.php:162: system('stty echo');

It looks like PM is trying to use a Linux system command in Windows, but I can't figure out why PM would need to communicate with the COM (serial) port.

Can you list the exact steps that you took? Here is what I see when I do it in Linux:
