Do I have to create a windows schedule task to run the processmaker cron file every day or does it managed it its self?

the cron logs were empty so i ran the commandline php -f /opt/processmaker/workflow/engine/bin/cron.php and it then put entries in the log so it looks like i have to schedule it?

Yes, you have have to configure your server to periodically execute the cron scripts. For Windows, see http://wiki.processmaker.com/3.1/Executing_cron.php.
