I have followed all of the installation instructions for installing processmaker-3.1.3-community. When I try and complete the installation by accessing the Installation Wizard web page, it is not rendering correctly and I am unable to complete the installation.

You have to provide more information if you want suggestions. First of all, which wiki page did you follow and which operating system and which version of PM?
Second, what do you mean "it isn't rendering correctly"? Do you mean that nothing appears on the screen? If so, then have you verified that Apache is running? When you restart apache manually from the command line, what do you see? (I can give you instructions how to restart Apache if you don't know, but I need to know how you installed and what OS you are using.)

I reinstalled from scratch and was able to get it working. Must have missed a step somewhere.
