So I setup windows timer events and they aren't doing anything. Here's what the command prompt says:

should the cron jobs have been processed for this? I'm not sure because my timer events aren't moving out of "Participated" nor is anything showing up in cron logs (but I read that cron logs may be buggy in PM 3.1-0)

I think that error message is caused because you are trying to use the freetds.dll file for PHP 5.5, but you have PHP 5.6 installed. Do you need to connect to SQL Server? If not, then get rid of freetds.dll.
If you need to connect to SQL Server, then you need to downgrade to PHP 5.5, because there is no freetds.dll available for PHP 5.6. If you are using the automatic installer, then you need to install an older version of ProcessMaker or you need to do a manual install of ProcessMaker with PHP 5.5.
