Upgrade from version 3.1.7 to 3.1.1, run into 1 problem:
- cases do not automatically unpaused;

When you manually execute cron.php from the command line, what do you see?
Also, do you have entries in your APP_DELAY table? If the APP_DELAY.APP_DISABLE_ACTION_DATE is after the current time and the APP_AUTOMATIC_DISABLE_DATE is null, then the cron.php script should unpause them.

Also, try doing this from the command line of your server:

php -f processmaker   database-verify-consistency
php -f processmaker   database-upgrade
